{"id":8637,"date":"2025-07-16T07:46:05","date_gmt":"2025-07-16T14:46:05","guid":{"rendered":"https:\/\/coral.org\/?p=8637"},"modified":"2026-03-25T15:08:12","modified_gmt":"2026-03-25T22:08:12","slug":"honduras-issues-nationwide-fishing-ban-to-protect-coral-reefs-grouper-and-key-marine-species","status":"publish","type":"post","link":"https:\/\/coral.org\/en\/blog\/honduras-issues-nationwide-fishing-ban-to-protect-coral-reefs-grouper-and-key-marine-species\/","title":{"rendered":"Honduras Issues Nationwide Fishing Ban to Protect Coral Reefs, Grouper, and Key Marine Species"},"content":{"rendered":"\n<p><strong><em>A Major Win for Coral Reef Conservation in the Mesoamerican Reef Region<\/em><\/strong><\/p>\n\n\n\n<p>After more than three years of collaboration, persistence, and science-based advocacy, the Coral Reef Alliance (CORAL) and our partners from the Bay Islands Technical Committee, Healthy Reefs for Healthy People, Fundaci\u00f3n Cayos Cochinos, and Fundaci\u00f3n Cuero y Salado have reached an exciting milestone for marine conservation in Honduras.&nbsp;<\/p>\n\n\n\n<p>Led by the General Fisheries Directorate (DIGEPESCA) and the Bay Islands Technical Committee, a <strong>ministerial decree<\/strong> has been issued to <strong>strengthen protections for key reef species<\/strong> across the country. Effective as of March, this <strong>nationwide<\/strong> <strong>fishing ban<\/strong> <strong>in Honduras<\/strong> prohibits the harvest of <strong>herbivorous fish and key grouper species<\/strong> during their <strong>spawning season<\/strong> (November to April)\u2014a period vital to reef reproduction and resilience. And species like <strong>lobster and conch<\/strong> are not only ecologically vital, but also economically significant for local communities.&nbsp;<\/p>\n\n\n\n<p><strong>When these species are overfished, the entire reef system begins to unravel.<\/strong><\/p>\n\n\n\n<p>By securing legal protections for these species, Honduras is taking a bold step to ensure the long-term sustainability of both its reefs and coastal livelihoods.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>This decree reinforces the Government of Honduras\u2019s commitment to the responsible, sustainable management of marine resources. By protecting key species during reproduction\u2014like herbivorous fish, groupers, spiny lobster, and queen conch\u2014it supports reef health and ensures the sustainability of economically and socially important coastal fisheries.<\/em><\/p>\n\n\n\n<p><em>It also reflects DIGEPESCA\u2019s ongoing commitment to science-based fisheries management, critical habitat conservation, and an ecosystem-based approach, as outlined in the Fisheries and Aquaculture Law.<\/em><\/p>\n\n\n\n<p><em>The participatory process behind this measure\u2014with active involvement from NGOs, DIGEPESCA, ICF, and technical allies like CORAL\u2014shows institutional willingness to create technically sound solutions aligned with regional (OSPESCA) and global (SDG) commitments.<\/em><\/p>\n<cite>Kaina Alvarado MSc. And it\u2019s not just a win for Honduras\u2014it\u2019s a scalable model&nbsp; we aim to replicate across all our <strong>CORAL Hubs<\/strong>, including Hawai\u2019i and other global sites.<\/p>\n\n\n\n<p><em><a href=\"https:\/\/coral.org\/en\/blog\/coral-is-expanding-into-new-regions\/\" target=\"_blank\" rel=\"noreferrer noopener\">Read more about our expansion plans here &gt;<\/a><\/em><\/p>\n\n\n\n<p>By embedding policy advocacy into each hub\u2014whether in the Bay Islands, Hawai\u2018i, or new emerging sites\u2014we ensure reef conservation efforts are <strong>durable<\/strong>, <strong>enforceable<\/strong>, and <strong>aligned with both community and ecological needs<\/strong>.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What\u2019s Next&nbsp;<\/h3>\n\n\n\n<p><strong><em>Implementation and Shared Responsibility<\/em><\/strong><\/p>\n\n\n\n<p>Looking ahead, CORAL will continue to provide technical assistance to the organizations responsible for managing protected areas in Honduras, as well as national authorities.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>Implementing this important decree is a major step for marine conservation, but it also presents shared challenges. Key issues include strengthening enforcement capacity in coastal and reef areas, improving interagency coordination, and promoting awareness and active participation among fishing communities.<\/em><\/p>\n\n\n\n<p><em>While the national fisheries authority is firmly committed to enforcing seasonal closures, it currently faces operational and logistical limitations. However, efforts are underway to build DIGEPESCA\u2019s institutional capacity and overcome these barriers.<\/em><\/p>\n\n\n\n<p><em>Through technical cooperation with partners like CORAL and coordination with other state institutions, substantial progress is expected in the short term toward fully and sustainably implementing the measures set out in the Ministerial Agreement.<\/em><\/p>\n<cite>Kaina Alvarado MSc.
