But only if they are effectively managed and enforced. Without regular surveillance and enforcement, illegal fishing, unregulated tourism, and other harmful activities threaten the biodiversity MPAs are designed to protect.<\/p>\n\n\n\n<p>In Cozumel, famously known for great scuba diving, breathtaking coral reefs, and endangered marine species, the stakes are especially high. The island\u2019s economy depends heavily on eco-tourism and healthy fisheries. This makes it essential to keep the surrounding waters teeming with life. But with limited resources and an expansive area to cover\u2014over 11,000 km\u00b2\u2014local enforcement faces real challenges in protecting the reefs from threats.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A United Effort in Cozumel<\/strong><\/h3>\n\n\n\n<p>At CORAL, we believe in solutions powered by partnership. That\u2019s why we\u2019re proud to support the Cozumel Community Patrolling Committee, a community-based organization working alongside Mexico\u2019s National Commission on Protected Areas (CONANP), to strengthen local patrols and build long-term reef resilience.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\" style=\"margin-top:var(--wp--preset--spacing--6);margin-right:0;margin-bottom:var(--wp--preset--spacing--6);margin-left:var(--wp--preset--spacing--12)\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"807\" src=\"https:\/\/static.coral.org\/uploads\/2025\/08\/Cozumel-Patrols-Article-Images-02.webp\" alt=\"\" class=\"wp-image-8718\" style=\"width:320px;height:auto\" srcset=\"https:\/\/static.coral.org\/uploads\/2025\/08\/Cozumel-Patrols-Article-Images-02.webp 900w, https:\/\/static.coral.org\/uploads\/2025\/08\/Cozumel-Patrols-Article-Images-02-796x714.webp 796w, https:\/\/static.coral.org\/uploads\/2025\/08\/Cozumel-Patrols-Article-Images-02-768x689.webp 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p>Last year, CORAL awarded a grant to the Cozumel Community Patrolling Committee to expand and improve their patrolling program. These funds help cover expenses like fuel, equipment, and coordination, enabling the team to monitor more territory, more often.\u00a0 In the next year, we plan to work together with the Committee, funding their operational time, offering technical assistance and training to build up their skills and capacities in the field, and processing data gathered.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Impact Through Alliance<\/strong><\/h3>\n\n\n\n<p>This grant is part of a larger story, one of collective action. The Community Patrolling Committee, CONANP, and CORAL each play a vital role in the alliance that protects Cozumel\u2019s MPA. By working together, we\u2019re not just enforcing rules\u2014we\u2019re building community trust, protecting biodiversity, and ensuring local people can continue to depend on the ocean for generations to come.<\/p>\n\n\n\n<p>\u201cAs members of the community, we are deeply invested in protecting our reefs,\u201d says Julio Bacelis, Chair of the Committee. \u201cThis support from CORAL strengthens our alliance and gives us the tools to defend what matters most\u2014for us and for future generations.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Hidden Cost of Protection<\/strong><\/h3>\n\n\n\n<p>Many people assume governments fully fund protected area enforcement. The reality? They do not. Across the world, it\u2019s the communities themselves who are stepping up to manage and protect their marine resources. But, they can\u2019t do it alone.<\/p>\n\n\n\n<p>Effective patrolling requires much more than just boats and staff. It takes fuel, maintenance, training, safety gear, and communications equipment. It takes access to science and data to understand what\u2019s happening below the surface. But the need is ongoing, and continued investment is essential to ensure communities can keep these protections strong.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Model for Well-Managed MPAs<\/strong><\/h3>\n\n\n\n<p>Well-managed MPAs depend on strong local leadership, the right resources, and consistent collaboration. Cozumel\u2019s alliance is demonstrating just how powerful this model can be.
